Secure the keys
Build and fully upgrade all four Elemental Staffs.
Every staff needs its three rod parts, its gem from the Crazy Place, and all four upgrade stages: the Crazy Place riddle, the overworld puzzle, the ring-and-orb puzzle in the lower Excavation chamber, and the soul soak. Nothing in the quest moves until all four are upgraded.
Warning
The Fire Staff cannot be finished before round 8 — the first Panzersoldat is the only source of its third rod part.
Troubleshooting
If nothing happens after the last upgrade, walk the map and confirm all six generators are lit, then retake any that are not. That alone fixes it in most cases.
